Joint Declaration from 15 Government Ministries: No Outsourcing of Food Court Management

    Fifteen government ministries including the Ministry of Education and Ministry of Publicity issued a series of documents pertaining to the "Implementation Protocols of Nutrition Improvement for Students of Rural Mandatory Education". Under the aim to strengthen the management of student nutrition through policy-making, the documents set the framework for management of food safety, finance, dining facilities, student identification, and information disclosure.

    The "Provisional Dining Facility Management Protocols" set forth that proper food delivery at school dining halls is a fundamental part of improving students' nutrition. Individual schools are required to run their own dining halls. The management is centralized, and no outsourcing to third-parties is allowed. For dining halls that are currently outsourced to third-parties, they will be returned to school directorship once the contracts run out. Dining halls invested and managed by community groups will be transferred to local governments through an agreed procurement process.
