On October 30, the Ministry of Civil Affairs released the Methods on Filing Volunteer Services at its website. The circular stated that a volunteer star rating system should be established, and volunteers should be rated primarily based on their service time and quality, and be identified with stars and recognized accordingly.

    The circular said that volunteer organizations, charitable organizations and social service organizations should designate special personnel to verify, file, update and manage volunteer service records. The records should include volunteers' performance and service recipients' degree of satisfaction.

    The circular said that volunteers whose service time accumulated to 100 hours, 300 hours, 600 hours, 1,000 hours, or 1,500 hours can be rated as one star, two stars, three stars, four stars or five stars accordingly.
