China Volunteer Fund was launched at a ceremony held in the Great Hall of the People in Beijing on February 27, 2012, days before the 13th China Volunteer Day. The fund is jointly managed by China Volunteers Association (CVA) and Amway Charity Foundation (ACF). Its key missions are policy research on volunteering, training volunteers and supporting exemplary volunteer programs. Amway China, a longtime supporter and avid organizer of volunteerism in China, contributed RMB 10 million to set up the fund.
Distinguished guests who attended the launch ceremony included Zhou Tienong, Vice-Chairman of the Standing Committee of the National People's Congress (NPC) and President of CVA, Yang Yue, Deputy Director of the Management of Nongovernmental Organizations under the Ministry of Civil Affairs, Song Zhiqiang, Secretary-General of CVA, and Audie Wong, Executive Vice Chairman of ACF and President of Amway China.
Vice-chairman Zhou Tienong offered high praises to the China Volunteer Fund. He said that the establishment of China Volunteer Fund is a sign that volunteerism as an altruistic concept is growing fast in China and has received widespread social attention. He sees the launch of the China Volunteer Fund as a historical event in Chinese philanthropy. China Volunteer Fund is the first sub-fund under ACF.
China Volunteer Foundation is committed to promoting volunteerism, building volunteer forces, improving volunteer services, and enhancing the supporting network to volunteers. The foundation will be managed by a special committee. Over the next three years, the foundation will mainly focus on the following three tasks: Select and sponsor quality volunteer programs from grassroots nongovernmental organizations; provide trainings to volunteers, which includes100 volunteer leaders, 1,000 backbone volunteers and 100,000 active volunteers in three years; actively carry out researches on volunteering policies and theories.

China Volunteer Association was set up on April 26, 2011 jointly by the Ministry of Civil Affairs, the Civilization Office of the Central Committee of the Communist Party of China (CPC), the Ministry of Education, the Ministry of Health, All-China Federation of Trade Unions, the Central Committee of the Communist Youth League of China, All-China Women's Federation, and the Red Cross Society of China. It is supervised by the Ministry of Civil Affairs and the Civilization Office. The association aims at coordinating volunteer forces in government agencies, social groups, NGOs and overseas Chinese communities to promote volunteerism in China.
